Pastebin is a free online service that enables anyone to upload text contents to the site to make those contents available to the public.
It is often used to leak information to the Internet including in the recent past information about hacks such as fappening or snappening.
The site has no account requirement for this functionality but provides account owners with additional functionality such as the ability to edit or delete contents on the site.
Pastebin Manager is a free program for the Windows operating system that makes basic management options available on the desktop.

It can be used to upload text files directly from the desktop to the Pastebin website. The process itself is simple and straightforwards.
After you have started the program select the file that you want to upload. You need to make sure that it is not a binary file but one with plain text contents.

The only preference that you can modify here is to change the number of pages to download from the default value of one to another value.
All available pages are listed by the program afterwards and downloads begin. Downloads are unfortunately not sorted by user name or in any other way in the program which means that the download folder can become quite messy if you download data from multiple Pastebin users.
Pastebin Manager is a simple program to upload files to Pastebin or to download files from one of Pastebin's users. The author of the program could improve the application easily by adding features such as bulk uploads, options to download files from search results and other pages, and a log of downloaded and uploaded files to the software program.
For now it is more something to keep an eye on than something that proves to be overly useful to most users.
