		<description>The 0 upload speed won&#039;t help. While (atleast some versions of) uT does pose a restriction if the upload speed is set too small (v1.6 displays &#039;restricted download&#039; if the speed is for example 4kB/s) the design of the network is what those who don&#039;t want to share should be worried about - clients preffer to upload to peers whom they can download from. Thus if upload is set to 0 then most clients will find some other peer to whom they&#039;ll rather upload than to you. Only seeds don&#039;t mind, as they upload to those who can download fastest.

As for the program - obviosly crap. Even if it indeed does something it&#039;s useless by uTorrent, which allows to set pretty much every option that somehow could affect speeds. Rather than trying external programs uT&#039;s own Speed Guide is a complete solution, optimizing settings for actual Internet line capacity.</description>
