It is likely a false positive, Virustotal finds 3 out of 41 hits, which is usually an indicator. But if you want to be on the safe side, do not use that program. Use this program instead: http://www.ghacks.net/2007/12/13/thumbsdb-viewer-and-cleaner/

Small discrepancy:

>The thumbnails are stored in a centralized location in Windows Vista with the name thumbcache_xxx.db where xxx is a number between 1 and 999

There are always only 4 files with xxx = 32, 96, 256 and 1024. The xxx means maximal width and height of thumbnails embedded in the file.
